    Position:Senior Programmer Analyst (PA3)

    Position Overview

    Service New Brunswick is seeking aSenior Programmer Analystto support the modernization, development, integration, and ongoing enhancement of theStudent Financial Services (SFS)application within the Student Financial Services Branch of PETL.

    The successful candidate will work as a senior developer within an Agile team, contributing to the design and development of secure, scalable, performant, and maintainableASP.NET Core MVCapplications. The role involves developing public-facing functionality, integrating with existing internal SFS applications, implementing secure identity-management capabilities, developing REST APIs, supporting database development, and contributing to responsive user-interface design.

    The resource will work closely with business stakeholders, subject matter experts, developers, project management, and SNB technical teams to translate business and technical requirements into robust software solutions.

    Key Responsibilities

    • Participate in theanalysis, design, development, integration, configuration, testing, and implementationof enhancements to the Student Financial Services solution.

    • Design and develop secure, scalable, maintainable, and performant applications using.NET / ASP.NET Core and MVC.

    • TranslateUser Stories, functional requirements, technical specifications, and solution architectureinto effective software designs and implementation plans.

    • Develop and maintain secure applications addressingdata confidentiality and client privacyrequirements.

    • Design and implementIdentity Managementand authentication/authorization solutions.

    • Develop and consumeREST-based APIsand integrate application components across the technology stack.

    • Develop database solutions usingMicrosoft SQL Server, including scripts, stored procedures, queries, triggers, and database-related functionality.

    • Develop modern and responsive user interfaces usingJavaScript, jQuery, HTML, CSS, and appropriate front-end frameworks.

    • Applyresponsive UI design principlesand contribute to user-interface and user-experience design activities.

    • Work withuser interface design systemsand established UI standards to deliver consistent user experiences.

    • Develop and supportmultilingual software functionality, where applicable.

    • Participate actively in anAgile development environment, including Scrum ceremonies, sprint planning, backlog refinement, stand-ups, reviews, and retrospectives.

    • Conduct and participate incode reviews, ensuring adherence to established coding standards, security practices, architecture principles, and software-development best practices.

    • UseAzure DevOps, including development environments, source control, build/release processes, and CI/CD pipelines.

    • Analyze application defects, bugs, and change requests and recommend appropriate technical solutions.

    • Implement approved fixes and enhancements across the appropriate layers of the application, including UI, application, API, and database components.

    • Developautomated unit testsand support QA/testing activities.

    • Investigate and implement applicationperformance improvements.

    • Create and maintain technical documentation in accordance with applicable standards.

    • Participate in team meetings and scrums to communicate progress, technical issues, risks, dependencies, and proposed solutions.

    • Provide technical guidance, mentoring, and knowledge transfer to other developers and team members.

    • Ensure application development activities comply with applicablesecurity, privacy, confidentiality, and Government of New Brunswick standards.

    Requirements

    Mandatory Qualifications

    Candidatesmust clearly demonstratethe following:

    • ExcellentEnglish verbal and written communicationskills.

    • Bachelor's degree inComputer Science or a related discipline, or an equivalent combination of education and experience.

    8+ years of programming and design experience with .NET and MVC.

    1+ year of programming and design experience with Identity Management solutions.

    4+ years of experience writing scripts and stored procedures using Microsoft SQL Server.

    Strong candidates should demonstrate recent experience in the following areas:

    4+ years:Designing and developing secure applications addressing bothdata confidentiality and client privacy, gained within the last 7 years.

    4+ years:Working within anAgile development environment, gained within the last 7 years.

    4+ years:Translating technical requirements fromUser Stories and solution architectureinto application designs and development, gained within the last 7 years.

    5+ years:Conductingcode reviewsand applying coding guidelines, standards, and best practices, gained within the last 7 years.

    5+ years:JavaScript, jQuery, HTML/CSS, and User Interface design, gained within the last 7 years.

    5+ years:Responsive UI designand front-end frameworks, gained within the last 7 years.

    1+ year:Working withuser interface design systems, gained within the last 5 years.

    5+ years:DevelopingREST-based APIs, gained within the last 7 years.

    2+ years:Working withAzure DevOps, including pipelines and development environments, gained within the last 5 years.

    2+ years:Working within theCanadian Public Sector as a Programmer/Analyst, gained within the last 5 years.

    2+ years:Developingmultilingual software systems, gained within the last 5 years.

    1+ year:Programming and design experience withIdentity Management solutions, gained within the last 5 years.

    Ideal Candidate Profile

    The ideal candidate will be aSenior .NET / ASP.NET Core Developer or Senior Programmer Analystwith extensive experience delivering secure public-facing applications and enterprise systems. The candidate should be particularly strong inASP.NET Core MVC, C#, SQL Server, REST APIs, Identity Management, Azure DevOps, JavaScript/jQuery, responsive UI development, Agile/Scrum, and secure application development.

    Experience within theCanadian Public Sector, particularly with government applications involving sensitive client information, privacy, security, multilingual functionality, and citizen-facing services, will be highly advantageous.
