The Global Initiative Against Transnational Organized Crime (GI-TOC) is an independent civil society organization that researches and responds to organized crime through analysis, policy engagement, and support to civil society actors. Founded in 2013 and headquartered in Geneva, GI-TOC operates a globally dispersed secretariat across 42 countries with a network of over 750 independent experts and 130+ staff members. The organization works to identify, map, and analyze criminal trends and patterns of regional instability, examining their impact on illicit flows, governance, development, security, conflict, and the rule of law. In 2024, GI-TOC produced 167 publications and engaged over 713,000 website users worldwide. Through research, policy influence, and capacity-building initiatives like the Asia-Pacific Observatory, GI-TOC strengthens effective, rights-based responses to organized crime and corruption.
