Associate Director of Civil Engineering/Associate CDSE

Eagle Creek Renewable Energy owns and/or operates 85 hydroelectric facilities throughout the United States and is currently seeking a candidate for one of our two Associate Director of Civil Engineering Positions. The Associate Directors of Civil Engineering report to the Vice President of Engineering and Project Management who also serves as the Chief Dam Safety Engineer. The Associate Directors are also considered Associate Chief Dam Safety Engineers and are responsible for the day-to-day interaction with the Federal Energy Regulatory Commission Division of Dam Safety and Inspections.

The ideal candidate will have 10+ years of experience and preference will be given to candidates with experience in the hydro industry. The selected candidate will have the opportunity to perform a broad range of work tasks with support from other engineering and management staff. A representative cross section of anticipated responsibilities is presented below.

Supervisory Responsibilities:

This position is responsible for the day-to-day supervision of dam safety engineers who are responsible for managing the civil and dam safety issues at Projects they are assigned.

Key Responsibilities:

§ Understanding the risks, responsibilities and liabilities of dam operations and ownership

§ Leading DSEs in the development of Dam Safety Surveillance and Monitoring Plans, Supporting Technical Information Documents, Dam Safety Surveillance and Monitoring Reports and other technical reports as required.

§ Participating in or designating DSEs to participate in FERC dam safety inspections, Part 12 inspections, PFMAs, and Risk Analysis workshops. Reviewing or overseeing the review of all associated reports and STIDs for technical content and quality.

§ Leading the dam safety surveillance monitoring program (detailed gate inspections, bathymetry surveys, topographic surveys, monument surveys, dive inspections, etc.) for your assigned area and collaborating with DSEs to review performance monitoring data and develop DSSMRs

§ Leading the implementation of processes and procedures for the inspection, maintenance, and testing of flow control equipment

§ Assisting Operations staff in the understanding and application of safe operational practices to preserve dam and public safety, including assistance as needed with inflow and outflow forecasting.

§ Responding to incidents at dams by ensuring all necessary actions are taken to prevent or mitigate loss of life or property from a potential dam failure

§ Assisting the Operations Team in the identification of and evaluation of solutions to maintenance deficiencies

§ Collaborating with DSEs, project consultants, the Operations Team, and state and federal regulatory representatives to ensure that all dam safety engineering analyses and reports are of high quality and are completed on time

§ Leading DSEs in the execution of projects to ensure that all dam and civil construction projects are completed on time and in accordance with commonly accepted dam safety practices for continued safe operation

§ Collaborating with external auditors on periodic reviews of the Owners Dam Safety Program

§ Participating in the development and implementation of company-wide dam safety training programs to create and maintain a company-wide culture focused on dam safety as a top priority

§ Leading the assigned DSEs in information management to verify and ensure appropriate maintenance and completeness of dam safety files, records, and documents. Including applicable dam safety documentation of newly acquired projects.

§ Serving as a driver of continuous improvement of the Dam and Public Safety Program.

Preferred Skills:

  • Knowledge and understanding of FERC and applicable State Dam Safety regulations.
  • Fundamental understanding of structural, geotechnical, hydrologic, and hydraulic engineering concepts and application, and construction management.
  • Knowledge of dam instrumentation including various types of piezometers, inclinometers, etc.
  • Able to independently prioritize work and manage competing deadlines.
  • An innovator with track record of successful problem-solving proficiencies.
  • Excellent written and oral communication skills.
  • Self-starter, motivated and innate drive to succeed.

Qualifications/Requirements:

  • Bachelor of Science in Civil Engineering
  • Professional Engineer (PE) license/certification with a minimum of 10 years of experience
  • Travel up to 30% of the time depending on location.
  • Ability to climb/traverse the slopes of dams, some of which may exceed 100 feet.
  • Comfortable with entry into confined spaces such as dam galleries for inspections.
