ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

• Operations Coordination Department (Office of the Deputy to the Director)
• Projects, Partnerships & Digital Skills Department (PPS)
• Digital Networks & Environment Department (DNE)
• Digital Knowledge Society Department (DKS)

The Office of the Deputy to the Director and Operations Coordination Department are responsible for ensuring operation readiness and providing support for the functioning of the regional offices and headquarters in Geneva, especially the implementation of projects and programmes. Functional areas, such as meetings, fellowship and IT support reports to this Department. The unit for special attention in all aspects related to LDCs, LLDCs and SIDs is the responsibility of this Department. The Deputy to the Director is responsible for assisting and advising the Director in the direction and management of the Bureau including on all questions related to personnel, financial and operational planning process. The Department is responsible for leading the operational planning and implementation support, within the framework of the Action Plan. The Department is also responsible for coordinating conferences and events, editorial works and documentation control, monitoring the implementation of decisions emanating from ITU and BDT governing bodies, including TDAG, Council, Conferences and Assemblies of the other Sectors on matters of relevance to BDT. The Department is responsible for coordination of the Bureau's cooperation with other Sectors and General Secretariat.

BACKGROUND INFORMATION

The International Research and Development Testing Center (IRDTC), established under the ITU-Rostelecom IRDTC project as a regional conformance and interoperability lab in St. Petersburg, Russia, which works on three major tracks:

  1. Industrial: support the C&I and standardization needs of telcos, certification centres, and other stakeholders in the CIS region.
  2. Research: support young researchers by providing free access to the equipment, software, and knowledge.
  3. Educational: train telecom engineering students on real networks.

Phase 2 was launched in 2020 and is aimed to enhance the lab’s functionality, to form new research streams and to connect countries from the CIS region to the lab.

TERMS OF REFERENCE

Under the guidance of the ITU Regional Office for CIS, the consultant on Wireless Technologies Testing will perform the following activities:

1. Perform simulation of the mobile satellite systems to provide IMT services in rural areas in UHF bands below 1 GHz:

  • Develop test methodologies and test plan; develop test scheme; identify test items.
  • Run testing as per test plan and methodologies.
  • Analyse test results and develop test report.

2. Perform modelling and comparison of 5G network indicators in 3.5 GHz and 4.4/4.8 GHz bands in selected areas of the beneficiary countries:

  • Develop test methodologies and test plan; develop test scheme; identify test items.
  • Run testing as per test plan and methodologies.
  • Analyse test results and develop test report.

CONCRETE DELIVERABLES

  • Test report for mobile satellite systems simulation in rural areas.
  • Comparison report for 5G testing in 3.5GHz and 4.4/4.8GHz bands.

COMPETENCIES

  • Knowledge of modern wireless communication technologies.
  • Knowledge of conformance and interoperability testing methodologies.
  • Ability to use the specialized testing equipment.

QUALIFICATIONS REQUIRED

Education: Advanced university degree in telecommunications, computer science, information technology or relevant field such as engineering, OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the above-mentioned fields.

Experience: At least seven (7) years experience in the field relevant to the Special Service Agreement (SSA).

Languages: Knowledge of Russian at advanced level.

REMUNERATION INFORMATION

USD 300 per working day.
