The Digital Design and Delivery (DDD) division within the Ministry of Technology and Innovation (TI) leads the development of the next-generation of digital public services for the GoA. DDD partners with other departments to deliver products, platforms and services that are better, faster and easier, through modern user-centered agile processes. DDD offers potential candidates a unique opportunity to work on meaningful challenges that transform government and positively impact Albertans.

The Product branch within DDD is accountable for partnering with ministry programs to frame problems and deliver evidence-based solutions through design and delivery of technology and services.

Role Responsibilities

The Product branch is looking for a Director of Product & Delivery. This position reports directly to the Executive Director of Product.

The responsibilities of this role include:

  • Overseeing design and delivery teams through the product lifecycle to release, support, and continuously improve products of significant scale and complexity.
  • Assembling and tuning effective teams with appropriate balance of design, development, architecture and domain knowledge.
  • Ensuring the product maintains alignment with business direction and priorities through continual assessing, updating and communicating with users and stakeholders.
  • Analyzing data on ‘why’ and ‘how’ users use the product to better understand design and development requirements.
  • Providing leadership, coaching and mentoring to multi-disciplinary teams to embrace agility, flexibility, responsiveness and leading-edge practices.
  • Embedding agile principles and creating an environment that embraces an iterative approach with the ability to adjust to changing priorities, political direction, and demands of technology and users.

To be successful in this position, you will demonstrate:

  • A practitioner’s understanding of formal Product Management including frameworks such as discovery/alpha/beta/live.
  • Experience recruiting and leading top performing Product Managers.
  • A track record of iterative, user-centred, data-driven digital delivery.
  • Expertise in Internet-era ways of working.

Qualifications

Requirements:

  • A university degree in a related field such as Design, Product Management, Public Administration, Computer Science, Commerce, or Communication.
  • Minimum six (6) years of progressively responsible management experience in large or complex organizations supporting strategic areas. See below for equivalencies.
  • Previous leadership experience.
  • Experience in a formal product-focused, prototype-driven environment working on cross-functional agile teams.
  • Experience in innovation practices and digital transformation within government, including leading cross-functional delivery teams.
  • Service transformation, digital standards, and human-centred design experience.
  • Sound knowledge and understanding of Agile design methodologies, practices, and principles (design research and user input, prototype design and testing).

Equivalencies:

  • A related two-year diploma in computer technology or a related discipline from a recognized post-secondary institution and eight (8) years related experience; or
  • A related one-year certificate from a recognized post-secondary institution and nine (9) years related experience; or
  • A minimum of ten (10) years related experience.

Assets:

  • Experience in a public sector digital transformation organization such as Canadian Digital Service or Code for Canada.

Term of Employment: Permanent, Full-time position

Hours of Work: 36.25 hrs/week - Monday to Friday

Location: Remote across Alberta with some travel required occasionally.

This position is eligible for remote work. You must reside in Alberta to work remotely.

Final candidates will be required to undergo a security screening.
