About HALO:

HALO is known for its work to clear landmines and the disposal of other explosive hazards such as bombs, rockets, and improvised explosive devices (IEDs). HALO was established in Afghanistan in 1988 and now employs over 10,000 staff across 28 countries and territories.

HALO has been working in Angola since 1994 and now has over 1,400 staff working across five provinces. The programme currently has 17 ongoing contracts from a diverse set of donors, including institutional, private and corporate for projects across HALO’s three Strategic Goals. As a signatory of the international convention on the ban landmines, HALO supports the Government of Angola to comply with its treaty obligations. To date, HALO has cleared over 100,000 mines and made over 25km2 of land safe for use.

This is a great opportunity to join a programme with a strong team, many of whom have worked for HALO since the early nineties, and have a wealth of experience to learn from. There is also a dynamic team of international staff working on the programme, to support operations working across the vast and varied landscape of Angola.

About the role:

HALO is seeking to recruit a Donor Relations Manager (DRM) who will oversee and manage HALO’s portfolio of donor contracts in Angola. The DRM will report directly to the Programme Manager and will be supported by the Regional Donor Relations Manager for Southern Africa. This role will be responsible for directly managing a team of Programme Officers (POs), Communications and Fundraising staff, and overseeing the programme’s Monitoring, Evaluation, Accountability and Learning (MEAL) teams. Due to the complexity of the Angola Programme, HALO is ideally seeking someone with experience in the mine action sector.

The DRM is responsible for managing the Angola Programme’s diverse donor portfolio, including maintaining strong in-country relationships. They will manage and divide the workload of the team, maintaining effective tools and systems to monitor compliance against donor contracts, and delivering high quality donor reports and proposals. The DRM will be required to communicate with external stakeholders, including exploring opportunities for new sources of funding and partnerships.

This role will be based in Angola, with time predominantly split between Luanda, Huambo and Menongue. Occasional travel to offices in other provinces will be required.

Job Responsibilities:

Donor and Partner Engagement

  • Maintaining a donor strategy and engagement plan that outlines opportunities for strengthening relationships with existing donors and growing relationships with prospective donors.
  • Writing and developing donor concept notes and proposals with the support of Programme Officers, Contract Leads, the finance department and others as needed.
  • Supporting the management of donor visits and responding to donor requests for information on an ad hoc basis.
  • Communicating and coordinating with HALO’s Philanthropy, Strategy and HALO USA teams, and other HQ departments as needed.
  • Maintaining strong working relationships with in-country donors and partners, including representing HALO at relevant meetings and events.
  • Exploring opportunities for new donors and partners, in particular focusing on the empowerment of women, professional development, conservation and development to maximise the impact of HALO programmes.

Project Monitoring and Grant Management

  • Creating structures and routines to foster an environment where Programme Officers and other direct lines are provided with support, guidance, and direction to successfully fulfil obligations.
  • Managing contract monitoring and tracking tools, and delegating responsibilities to PO team members as appropriate.
  • Ensuring reporting schedules are maintained and reports are drafted by PO team members in an appropriate and timely manner. Conducting peer review of reports and building capacity of the team by providing feedback and mentorship.
  • Routinely monitoring contract performance in close coordination with PO team and contract delivery leads, proactively raising concerns to Programme /Deputy Programme Managers.
  • Analysing and understanding donor contracts so as to effectively ensure compliance against other contractual obligations.

Monitoring and Evaluation

  • Overseeing monitoring and evaluation activities conducted by MEAL teams, supporting the development of monthly MEAL team work-plans across multiple locations.
  • Overseeing all aspects of socio-economic data collection for donor reports, baselines, etc. This includes understanding socio-economic data collection tools, processes, and data management systems, and routinely performing quality assurance alongside POs.
  • Analysing and evaluating socio-economic data together with POs, and promoting data sharing across the programme to feed into operational planning and prioritisation.
  • Coordinating with the capability department MEAL team to resolve questions or issues identified.
  • Performing quality checks of operational data, and coordinating with the Information Management department to ensure that data shared with donors is of a high quality.

Media and Communications

  • Working with HALO’s HQ communications team to raise awareness of the programme and its achievements. Developing annual and multi-year comms strategies/plans to guide communications work and to improve inter-organisational collaboration.
  • Managing and coordinating communications staff across the programme to develop high-quality case studies, social media stories, and promotional materials for an external audience.

Other

  • Supporting the development of programme-level strategies.
  • Supporting compliance with HALO policies and procedures.
  • Working on other standalone projects and initiatives.
  • Other administrative duties as and when required.

Requirements

  • Recent and demonstrable work experience within the humanitarian / INGO sector.
  • Experience working with a variety of donor types, such as government, private, corporate and foundations.
  • Experience with drafting donor reports and communications.
  • Experience developing successful concept notes and proposals.
  • Proven experience establishing and building new stakeholder relationships.
  • Experience monitoring project performance against indicators.
  • Experience analysing budgets and monitoring project expenditure.
  • Monitoring and evaluation skills, including designing logframes, designing surveys, collecting data, conducting data analysis, and reporting on findings.
  • Strong understanding of quantitative and qualitative research methods.
  • Strong numeracy and IT skills essential, and proficient in the use of Microsoft Excel.
  • Advanced Microsoft Office skills.
  • Good interpersonal and communication skills.
  • Exceptional organisational skills and ability to manage multiple deadlines.
  • Fluent written and spoken English.
