Responsibilities:
- Principal manager for communication and coordination across all business service managers within the Contractor’s operation, as well as communication with DHCS and other contractors.
- Primary point of contact for DHCS’ escalation of issues.
- Manages communication and coordination across all functional areas or department account leaders on small to medium sized accounts to ensure that business solution objectives are met.
- Develops demand forecasts with account teams on small to medium sized projects to assist functional areas or departments in planning and delivering end-to-end services.
- Works with functional areas or departments to interpret and plan projects or workload forecasts.
- Manages and approves expenditures for accounts in line with the established policies and procedures.
- Manages complex relationships between client, delivery and/or consumer groups to ensure good client relations. Primary point of contact for client escalations.
- Identifies and manages service improvements to increase customer satisfaction. Manages and ensures delivery of projects meet client and company expectations and needs.
- Partners with functional areas or departments to integrate new, enhanced and existing service offerings for accounts.
- Supports developing new business proposals and introduces new technology to enhance business solutions.
- Selects and hires employees. Trains and evaluates employees to enhance their performance, development, and work product. Addresses performance issues and makes recommendations for personnel actions. Motivates and rewards employees including providing salary increases, bonuses and promotions within allocated budgets and company guidelines.
- Prepares and recommends operating and personnel budgets for approval. Monitors spending for adherence to budget, recommends variances as necessary.
What we're looking for
- Shall have a minimum of four years of experience for a Medicaid or other private sector or government healthcare payer in: management methodology, processes and tools; systems architecture and design; strategic planning and execution. Substantial exposure to data processing, hardware platforms, enterprise software applications and outsourced systems including: good understanding of computer systems characteristics, features and integration capabilities; SOA principles and practices and experience with SDLC from business requirements through implementation.
- Proven experience in program and project management, planning, organization, budgeting, risk mitigation, development and implementation in a state of similar scope and size as California.
- Excellent verbal, written and presentation communications skills.
Education:
- A Bachelor's degree in Computer Science or a related field is required. PMP certification from the PMI and/or Master’s degree in one of these fields preferred.
- Additional qualifying management experience may substitute for the required education on a two for one basis.

The pay range for this position is $92,800.00 - $132,600.00 per year, however, the base pay offered may vary depending on geographic region, internal equity, job-related knowledge, skills, and experience among other factors.
