The Marlin Alliance, Inc. is seekinga highly motivated On-Site Installation Coordination Specialist to join our team. The ideal candidate will support the execution of multiple large and complex C4ISR installation projects aboard U.S. Navy surface and subsurface vessels. This role involves installation planning, project execution, risk management, and quality assurance oversight while working closely with Naval Supervising Authorities, Program Sponsors, and various government stakeholders.

Individuals must be able to function in a fast-paced work environment and able to adapt quickly to rapidly changing requirements and technologies. Using your comprehensive knowledge of various technologies, you will design, develop, and implement solutions to support Navy mission owners in their digital transformation journey.
Key Responsibilities:
- Project Coordination & Support:
- Assist in managing the execution of large-scale C4ISR installation projects.
- Provide recommendations to improve project resource management.
- Maintain awareness of ship/submarine availability status and provide input on technical, material, and fiscal challenges.
- Installation Execution & Monitoring:
- Support C4ISR execution team activities across all installation phases (initiation, planning, execution, monitoring, and closeout).
- Conduct onsite technical support for system/network/security tests and certifications.
- Perform daily shipboard safety inspections, addressing unsafe conditions immediately.
- Documentation & Reporting:
- Develop, maintain, and brief installation progress reports, plans, and milestones.
- Prepare documentation, including:
- Daily reports on installation progress
- Program and project management plans
- Memorandums of Agreement/Understanding
- System Operational Verification Tests (SOVT)
- Risk management plans and quality assurance procedures
- Configuration management and control documents
- Participate in daily production and weekly progress meetings.
- Compliance & Quality Assurance:
- Review Alteration Installation Team (AIT) work statements to ensure compliance with NAVSEA Technical Specifications and Joint Fleet Maintenance Manual.
- Ensure the AIT Manager’s Quality Assurance Program (AMQAP) aligns with government quality assurance standards.
- Identify and report discrepancies between installation drawings and actual configurations, coordinating corrective actions.
- Material & Equipment Logistics:
- Track and manage material and equipment shipments for installations.
- Ensure proper receipt, storage, installation, and documentation of materials and equipment.
- Report inventory status to the Government Execution Lead.
- Stakeholder Engagement & Coordination:
- Act as a Subject Matter Expert (SME) in knowledge management and issue resolution.
- Participate in meetings with NIWC Pacific, program sponsors, and other stakeholders.
- Support Regional Maintenance & Modernization Coordination Office (RMMCO) check-ins and check-outs.
- Testing & Verification Support:
- Assist in preparing and coordinating various testing activities, including:
- Cryptographic hardware and keymat requirements
- Satellite access and Internet Protocol (IP) services requests
- Frequency allocations and Tactical Air Navigation System (TACAN) identifiers
- Support SOVT testing and maintain compliance with installation requirements.
- Assist in preparing and coordinating various testing activities, including:
- Reporting & Performance Tracking:
- Generate bi-weekly status reports on work products and deliverables.
- Track performance at the Job Identification Number (JID) level and provide monthly reports.
Qualifications:
- Bachelor's degree in Engineering, Project Management, Information Technology, or a related field (or equivalent experience).
- Minimum of 5+ years of experience in C4ISR installation coordination, shipboard modernization, or related fields.
- Experience with Navy shipboard installations and NAVSEA Technical Specifications.
- Knowledge of Configuration Data Managers Database - Open Architecture (CDMD-OA), Navy Data Environment (NDE), ModTracker, NTIRA, and SPIDER.
- Familiarity with Quality Management Systems (QMS), safety, and environmental compliance requirements.
- Strong organizational, problem-solving, and communication skills.
- Ability to work in a fast-paced, high-stakes environment.
Preferred Qualifications:
- Project Management Professional (PMP) certification.
- Experience with NIWC Pacific PMW offices and In-Service Engineering Activity (ISEA) personnel.
- Active security clearance (Secret or higher)
