Job Description

Brown and Caldwell (BC) is currently seeking a Program Electrical Safety Officer (PESO) to manage program-specific responsibilities for providing H&S planning, implementation, monitoring and auditing of electrical safety aspects of the client-focused program and supporting electrical field personnel. The PESO has the authority to provide guidance to correct H&S issues elevated by field personnel, has the expectation to capture, record, and elevate H&S topics as well as direct a stop work on critical safety situations. This role will work closely with the Program Manager, the PSE Programs Safety Partner (PPSP), BC’s Electrical Safety Officer (ESO), as well as the Safety Manager (SM).

The primary work location for this position is remote.

Roles and Responsibilities:

  • Implement and encourage the fostering of BC’s ThinkSHARP philosophy.
  • Observe, and if required, stop operations that immediately threaten the H&S of BC employees, subcontractors, client personnel, or members of the public within the facility.
  • Work with field personnel to address unforeseen or unsafe conditions or behaviors (work practices) and elevating them to BC’s Chief ESO and/or DHS for resolution or support in determining Corrective and Preventative Actions (CAPAs), as applicable.
  • Serve as primary electrical safety technical resource to field personnel providing H&S guidance to conduct work safely on-site based on current NFPA 70E requirements as well as own field experience including but not limited to: recognize unsafe situations, assess if panel covers/dead fronts can be removed or reinstalled safely and/or provide guidance on how to open or reinstall a panel cover/dead front safely, and other similar situations.
  • Serve as lead Qualified Electrician onboarding trainer: work closely with the Director, Programs Health and Safety (DHS) for planning/coordination of onboarding activities and requirements as well as serving as lead reviewer/approver for signing off on field onboarding forms and/or checklist(s) such as the 40 cal Work Authorization Form on behalf of BC’s Chief ESO to approve Qualified Electricians to work alone or as lead as part of program. Related responsibilities include working with PPSP, SM and other program team members related to improving and/or maintaining employee and contract employee onboarding process.
  • Serve as lead for conducting and documenting initial and annual NFPA 70E Supervisory reviews as well as conducting periodic and/or as-need additional reviews for Qualified Electrician team members.
  • Complete quarterly project/program field H&S Audits using the current form provided within EHS Insight and provide constructive feed-back as well as positive reinforcement.
  • Review and recommend changes or enhancements to BC’s electrical safety training program, including but not limited to electrician on-boarding and NFPA 70E training
  • Work with DHA and AHS to specify PPE and tools required for electricians in the program, as well as recommend replacement schedules. Including supporting the AHS with annual kit reviews and other PPE related activities.
  • Use EHS Insight to log concerns reported from the field or observed as “Work Observations” creating Corrective and Preventative Actions (CAPA) to assist with tracking closure and closure rates. Expected to escalate items that are not getting closed on a timely basis to the DHS.
  • Attend weekly call(s) that include meetings with leadership to summarize H&S issues or concerns related to program safety (“Monday New Hire Call”), weekly check-ins with the DHS/AHS as well as other monthly or other scheduled program H&S related calls or discussions.
  • Conduct bi-weekly field team calls to summarize H&S issues, receive H&S feedback from field electricians and provide updates to field team on programmatic enhancements.
  • Review and provide comment on scheduling to ensure that less experienced personnel are paired with more experienced personnel and ensuring fatigue management concepts are incorporated. (i.e., PESO is not responsible for scheduling activities, but for reviewing and commenting.)
  • Coordinate with field personnel on appropriate responses in the event of an emergency including how to secure the event location, summoning emergency services if needed, initiating incident intervention if needed, and prompting the completion of the BC Preliminary Incident Investigation Form by field personnel. This includes elevating event occurrence to the SM via call or other appropriate means per current notification workflow guidance and serving as lead event investigator support assessment through Corrective and Preventative Action (CAPA) development and close-out utilizing EHS Insight modules as applicable.
  • Assist field personnel in submitting routine (Safe/Unsafe Behavior or Condition) and as-needed non-routine (Great catches and Near miss) Work Observations using BC’s EHS Insight. This includes forwarding any hard-copy Work Observations that may be completed to the DHS for EHS Insight upload.
  • Routinely review (random survey with the number varying based on workload) completed Panelboard Checklists and submitted Work Observations within EHS Insight to identify H&S concerns that may need support/engagement that may not have been elevated by respective field personnel and/or assess for program trending and improvement areas. Work through DHS and AHS to correct low-medium safety risk items.
  • Work closely with the DHS to develop applicable safety minutes for field personnel use throughout the week as well as to develop applicable lessons learned.

Minimum Qualifications:

  • 10+ years of commercial/industrial electrical experience.
  • Electrical journeymen or equivalent.
  • NFPA 70E Qualified Person.
  • Has or is pursuing the Certified Electrical Safety Compliance Professional (CESCP) credential.
  • Training in Behavioral Safety concepts.
  • Training in root cause analysis methods, including cause mapping, fishbone analysis, 5 Whys and other tools as needed.
  • Outstanding customer service skills and a bias towards action with strong attention to detail and ability to positively handle conflict.
  • Ability to work independently, problem solve, manage multiple projects/tasks and changing priorities.
  • Mature mind-set in interactions with all levels of staff.
  • Able to thrive in a fast-paced and ever-changing environment.
  • Working knowledge or familiarity with OSHA and NFPA and NEC policies, programs, and procedures.
  • Excellent interpersonal, written, and verbal communication skills; strong presentation skills.
  • Experience working in a highly matrixed organization.
  • Proficient in Microsoft Office suite (Word, Excel, PowerPoint, Outlook, Teams).
  • Ability to speak, hear and use office equipment.

Salary Range: The anticipated starting pay range for this position is based on the employee’s primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.

Location A: $103,000- $141,000

Location B: $114,000- $155,000

Location C: $124,000- $169,000
