Introduction

The Team

The Property and Asset Strategy (PAS) team, part of the wider Strategic Estates function, plays a vital role in managing the lifecycle of building and engineering assets across the Parliamentary Estate. With 17 iconic buildings ranging from the historic Palace of Westminster to modern structures like Portcullis House, this team ensures the Estate’s engineering and architectural standards meet the highest levels of professionalism and safety. PAS is a hub of technical expertise, leading on design standards, compliance, lifecycle planning, and collaboration with external consultants and contractors.

The Role

This role will focus on providing expert knowledge in electrical engineering while offering team leadership and long-term assurance to Parliament. As a vital member of the PAS team, the successful candidate will be responsible for the upkeep of electrical engineering strategies, feasibility studies, and ensuring compliance with safety and design standards. Additionally, the role involves guiding consultants, reviewing technical designs, and supporting significant infrastructure projects across the Estate.

Some of the responsibilities for this role include:

  • Developing strategies, policies, and lifecycle plans for LV and HV electrical systems, lifts, escalators, and lighting infrastructures.
  • Managing feasibility studies and advising on futureproofing and expanding electrical infrastructure.
  • Assuring compliance with regulations, standards, and sustainability goals.
  • Reviewing and authorising design modifications, and commissioning methodologies.
  • Supporting multimillion-pound projects, ensuring quality, safety, and alignment with strategic goals.

Skills and Experience

To be successful in this role, you will demonstrate:

  • Chartered Engineer (CEng) or Incorporated Engineer (IEng) status with the IET or equivalent.
  • Strong experience with HV and LV systems in estate-type environments, including managing interfaces between systems and sites.
  • Excellent stakeholder management and collaboration skills, with experience of influencing and persuading at all levels.
  • Proficiency in BIM, CDM Regulations, and understanding of environmental and sustainability considerations.
  • A proven ability to deliver large-scale electrical infrastructure projects, including feasibility studies and design reviews.
