Job Description

Columbia Helicopters, Inc. (located in Aurora, Oregon) is seeking an experienced Trade Compliance Specialist. The Trade Compliance Specialist will ensure that all import and export activities and transactions comply with government agency regulations, function as an import/export resource for the company, and assist in administering CHI’s trade compliance program, processes, and training. This position will work closely with internal stakeholders to ensure compliance with ITAR and EAR regulations for all CHI products and services.

ESSENTIAL DUTIES AND RESPONSIBILITIES -

  • Review export and import documents to ensure compliance with Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR)
  • Maintain accurate records of all trade compliance-related activities and transactions
  • Perform Visual Compliance Screenings for non-U.S. visitors
  • Coordinate visits of non-U.S. persons in compliance with EAR and ITAR regulations
  • Ensure accurate classification and jurisdiction determination of products to include: Harmonized Tariff Schedule (HTS), Country of Origin, Commerce Control List (CCL), ITAR, and other applicable Partnering Government Agencies (PGAs)
  • Support the development, maintenance, and delivery of internal trade compliance training
  • Ensure timely customs clearance by supervising daily export/import activity, providing instructions, and resolving customs issues with the Logistics Department
  • Coordinate review of CHI technical data prior to export
  • Maintain and review parts sales documentation for exported items
  • Coordinate electronic access to technical data with vendors outside of CHI

MINIMUM QUALIFICATIONS AND EXPERIENCE -

  • Bachelor’s degree
  • Strong knowledge of export compliance field and regulations (ITAR, EAR, OFAC)
  • At least 2 years’ experience in customs compliance, import/export shipping or operations, or related industry
  • Ability to perform administrative tasks with accuracy and attention to detail
  • Must have excellent computer and technical skills including a proficiency in MS Office with emphasis on Excel
  • Excellent written and oral communication skills
  • Demonstrated ability to achieve objectives by working in and with cross-functional teams
