Summary/objective

HORNE is searching for a highly motived individual with deep experience in energy programming (e.g., energy efficiency, demand response, residential energy programs) and client management to serve as a Client Service Executive (CSE) in our Inflation Reduction Act (IRA) Energy Rebate Portfolio. The CSE will be responsible for the oversight and success of 2-4 statewide Inflation Reduction Act (IRA) Home Energy Rebate Programs within our energy efficiency portfolio. As a CSE, you will be responsible for building and managing the design and implementation delivery teams for 2-4 state programs. This role is responsible for leading all phases of the programs, from inception to closeout. The CSE will manage the Project Manager (and indirect team) assigned to each of the 2-4 states within their respective portfolio. The CSE will report directly to the IRA Director.

  • Coordinates the preparation of business plans, work statements and specifications, operating budgets and financial terms/conditions of contract.  
  • Acts as the escalation point for customer/client contact.
  • Serves to resolve customer, client, subcontractor, and stakeholder programs, identifies solutions, implemented change management to ensure issues are resolved.
  • Leads strategy and tactics with stakeholders and program teams.
  • Collaborates across working functional groups (e.g., engineering, marketing communications and technology)
  • Provides oversight and accountability to 2-4 statewide IRA Home Energy Rebate Programs from program inception to closeout.
  • Leads the preparation of contract drafts, scope of work, pricing for both client and subcontracts for review by the IRA Director.
  • Participates and supports the IRA Director in the negotiations of contracts and contract amendment/modifications. This will include both client contracts as well as subcontracts.
  • Prepares and oversees the management of program budgets and financial performance.
  • Maintains current Accounts Receivable from client on all projects (working with the IRA Director for client conversations & timing of those conversations).
  • Ensures project is staying within the project budget and propose changes as/when needed if not in alignment with review and approval from IRA Director (e.g., client policy changes, scope creep conversations, etc.).
  • Ensures production is aligned with expectations 1) from client 2) from contract 3) to operate within current budget.
  • Ensures contract requirements are being measured and met.
  • Conducts bi-weekly review of project Financial Statements with IRA Director to understand needs/changes.
  • Builds multi-level relationships with the client and serve as the main POC for client executive leadership.
  • Oversees program funding forecasting dashboard and keep IRA Director and client apprised of the health of pipeline, production, budget, etc.
  • Maintains situational awareness of our portfolio’s performance against other states in the country and ideas on if/how we may need to adopt additional policy/processes to increase that standing
  • Provides periodic, brief project updates to IRA Director (e.g., biweekly or monthly depending on project state/size)
  • Communicates any needs/barriers/roadblocks to the IRA Director timely.
  • Assists with technical responses to proposals for additional state solicitations as needed.
  • Ensures Project Managers are managing and aligning staffing to optimize budget.
  • Ensures recent Department of Energy guidelines and project policies and procedures are distributed and adhered to – working closely with the Energy Portfolio Expert to understand state program impacts and coordinate communication to clients and plan for implementing necessary changes.
  • Leads the development of a work plan that includes but is not limited to important milestones. Ensure the work plan is updated every two weeks and report any deviations from the plan and provide recommendations on how to resolve them.
  • Completes time entry according to HORNE's guidelines and ensure the team is adhering as well.
  • Leads the development and implementation of project implementation metrics. Ensure the timely development of dashboards to monitor progress.
  • Responsible for contract risk management, P&L, and contract renewal.
  • Manages complex and varied portfolio of programs and projects.
  • Oversees product marketing and product management projects & initiatives responsible for driving efficiency and effectiveness within the practice​.
  • Establishes command of each project, critical path items, and ensure Project Managers understand expectations and are executing on the project plan and critical path items.
  • Reviews and approves client deliverables.
  • Other task as determined and assigned.

Supervisory responsibilities

  • Directs the work of Project Managers – overseeing 2-4 Project Managers, and indirect team members, for their respective states.
  • Oversees subcontractors & their contracts (and/or maintains relationships with prime contractors as applicable)

  • Must be able to lift up to 20 pounds at times.

Travel required

This position is remote, with occasional travel to meet organizational and client needs.

Required education and experience

  • Bachelor’s degree in business, energy, engineering, or other related fields is required; or equivalent related experience
  • 5 years experience overseeing Demand Side Management, Demand Response, and/or Green House Gas Reduction programs with utilities or states including experience with regulatory rulings, evaluation, and client management
  • Proven ability to manage 2-4 large-scale programs simultaneously
  • Strong verbal, written communication and presentation skills, coupled with ability to comfortably and confidently present to all levels within the enterprise
  • Strong interpersonal skills and ability to build and maintain positive internal and client relationships
  • Experience managing budgets and project financials
  • Experience with production management

  • Willingness to travel up to 25% of the time (e.g., client kickoff, program launch, quarterly client check-ins)
  • Background Check Required; Valid Driver’s License
