Description:
The Director of Strategic Communications & Proposal Management oversees all proposal activities from solicitation through proposal submission, creates and implements a holistic internal and external communications strategy, including, but not limited to, internal newsletters, social media, executive communications, website content, press releases, media inquiries, op-eds, speeches, etc.; oversees contractor support for proposals, graphics, and other projects; advises C-Suite level executives on communications strategy, external affairs, and branding initiatives, strengthen relationships with relevant partners to boost the company's profile, including other NOSBs, small and large business partners, customers, and external organizations, and trains and develops staff, as appropriate.

Essential Functions:
Proposal Management
- Lead the proposal development process from solicitation through proposal submission and any requests for clarification or evaluation notices
o Conduct review of solicitation documents and participate in strategy development
o Track and disseminate all solicitation documents – amendments, Q&A, etc.
o Develop and manage proposal schedule, compliance matrix, and proposal outline
o Coordinate and facilitate proposal kick-off meetings, solutioning sessions, and proposal status calls
o Develop proposal volume and writer’s templates including but not limited to corporate capabilities, experience summaries, past performance, and resume formatting
o Interview technical leads for content including strengths, differentiator development, solution framework, and storyboarding
o Facilitate proposal color reviews and make recommendations to ensure compliance and one voice writing
o Develop and edit review team documents to incorporate team collaborators content including feedback forms documents
o Maintain version control of proposal drafts
o Ensure win strategy, compliance, and all requirements have been adequately addressed and included in the final proposal package
o Ensure compliance checks are completed
o Manage final production activities, desktop publishing, and proposal submission

o Facilitate and document lessons learned discussions
Strategic Communications and Marketing
- Create tradeshow/conference/presentation materials
- Create customer-focused capabilities deck(s)
- Develop or revise content for company website
- Manage corporate LinkedIn profile and communications thereto
Required Education, Experience/Qualifications:
- Handles multiple concurrent tasks, performs well under stress, and must have excellent written and oral communication skills.
- Comprehension of, and experience with, the federal procurement process and regulations (e.g., FAR).
- Evidence of a successful track record of high quality, high scoring proposals.
- Ability to develop and/or assist technical and capture personnel in developing compelling themes, discriminators, and messaging.
- Up-to-date knowledge of marketing, editing, graphic design, and other relevant proposal best practices.
- Ability to manage geographically disparate teams.
- Proficiency with Microsoft Office 365 applications including Teams, Word, Excel, PowerPoint, Outlook, and SharePoint.
- Flexibility to work occasional proposals onsite in Reston, Virginia.
Required Education and Experience/Qualifications
- Bachelor’s Degree with at least ten (10) years of related federal proposal and/or strategic communications experience.
- Experience leading proposals valued at more than $25 million for a single award.
Work Environment
Office environment will include sitting at a desk and operating office equipment including a laptop/computer, printer and scanner, answering and speaking by telephone. The employee may occasionally be asked to travel by car or plane to remote work locations as needed. The noise level will be quiet to moderate. Other employees will occasionally pass through the work area.

Position Type/Anticipated Hours of Work
This is a full-time exempt position. Days and hours of work are Monday through Friday typically between 9:00 a.m. to 5 p.m. This position may require extended hours and weekend work. Travel is primarily local during the business day, although some out-of-area and/or overnight travel may be required to client sites and the corporate office located in Reston, VA.
