CMS is currently looking for an Environmental Specialist

Candidate must have a minimum of five (5) years of construction industry environmental experience on previous projects of similar size and type. The candidate must be familiar with the requirements of applicable USEPA and State regulations. The candidate must have experience in the areas of hazardous and non-hazardous materials tracking and waste identification and management. The candidate must be capable of reading and understanding project construction schedules, project plans and specifications. The Environmental Specialist position is an on-site project position, and is responsible to implement and administer the Contractor’s Environmental Protection Program (EPP) and the Soil & Water Pollution Prevention Program (SWPPP).

Duties and Responsibilities (Essential Job Functions)

  • Manage and track Non-hazardous and Hazardous materials utilized on the project, and accurately track and report their use, re-use, recycling or disposal.
  • Implement and manage the project Environmental Protection Plan (EPP) including all EPP Reports.
  • Implement and manage the project Stormwater Pollution Prevention Plan (SWPPP) Management and Reporting, compliant with WSDEQ requirements.
  • Monitor all OWS#8 Dewatering and Testing
  • Collect project cost data and implement the project reporting for the NAVFAC Information/Modeling (BIM) & Facility Operations and Maintenance Support Information (eOMSI) system.
  • Attend the pre-work meetings including preparatory meetings, and weekly progress meetings.
  • Ensure subcontractor compliance with EPP requirements.
  • Maintain a list of hazardous materials on site and their Material Safety Data Sheets (MSDS).
  • Provide support in the control hazardous materials use on the site, and report unsafe employee activities to the safety management and contacting supervisory personnel
  • Review documentation to insure all required records and reports are complete, accurate and submitted per established procedures, and implement appropriate corrective action as required
  • Perform other duties as assigned
  • Must be a citizen of the United States
  • Must be able to fluently and effectively speak, write, and comprehend English
  • Must be able to pass the US Navy’s required security background check.
Requirements

Education and Experience

  • Minimum 5 years environmental work experience on federal government projects or facilities; Bachelor’s degree preferred
  • A graduate of a 4-year accredited college or university program in one of the following disciplines: Engineering, Environmental Science, Architecture, or Construction Management.
  • Minimum of five (5) years’ experience managing Non-hazardous and hazardous materials and wastes, erosion and sediment control, with similar size and type of EPP and SWPPP programs on construction contracts and/or Federal facilities.
  • Complete the course “Construction Quality Management (CQM) for Contractors” and maintain current certification
  • Complete the Washington State CESL Certification (SWPPP)
  • Complete the 30-Hr OSHA Course
  • Have a working knowledge of EM-385-1-1 or Federal regulations such as NAMP 4790.

Knowledge, Skills, and Abilities

  • Strong Communication skills (both verbally and written)
  • Thorough understanding of and ability to enforce all federal, state, local, and company regulations
  • Ability to recognize hazardous situations and implement corrective measures is essential
  • Must be organized, computer literate (experience with both online documentation and standard Microsoft programs).
  • Must demonstrate and provide comprehensive, accurate, and timely documentation.

Supervisory Responsibilities

  • Reports directly to the onsite Project Manager.

Working Conditions

  • Performs light physical effort equal to frequent lifting or moving of lightweight materials
  • Is regularly required to sit or stand, bend, and reach, and drive
  • Ability to lift up to fifty (50) pounds and walk the project site and potentially rough terrain
  • Work is regularly performed in outside weather conditions and on job sites throughout CMS project locations
  • Must have a valid driver’s license; be insurable on the company insurance and be available for travel as required
  • Must be on-site for the duration of project.
