Salary: $140,000 - 160,000/yearThis position allows for 3 days per week remote / work from homeWe are seeking a dynamic and highly skilled Proposal Manager to join our team. The Proposal Manager will be responsible for leading the development of winning proposals in response to federal IT professional service contracts. This individual will work closely with cross-functional teams to develop compelling proposals that address client requirements while adhering to all regulatory and compliance standards.

Responsibilities

  • Proposal Development: Lead the end-to-end development of high-quality proposals in response to federal IT professional service contracts, ensuring compliance with all solicitation requirements.
  • Strategy Development: Collaborate with business development, technical, and subject matter experts to develop win strategies, themes, and discriminators that differentiate our proposals in the competitive landscape.
  • Proposal Planning: Develop detailed proposal plans, schedules, outlines, and compliance matrices to guide the proposal development process and ensure alignment with client expectations.
  • Content Creation: Write, edit, and review proposal content, including executive summaries, technical narratives, management plans, past performance references, resumes, and other sections as required.
  • Coordination and Collaboration: Facilitate proposal kickoff meetings, status meetings, and reviews to ensure effective communication and collaboration among team members throughout the proposal lifecycle.
  • Quality Assurance: Conduct comprehensive reviews of proposal documents to ensure accuracy, consistency, compliance, and alignment with client requirements and evaluation criteria.
  • Risk Management: Identify and mitigate proposal risks and issues, proactively addressing potential challenges to maximize the probability of success.
  • Proposal Production: Oversee the production and submission of proposals, including formatting, packaging, and delivery, in accordance with solicitation instructions and deadlines.
  • Lessons Learned: Conduct post-submission debriefs and capture lessons learned to inform continuous improvement initiatives and enhance the effectiveness of future proposal efforts.
  • Compliance and Ethics: Ensure strict adherence to all company policies, procedures, and ethical standards, as well as relevant federal regulations and guidelines governing proposal development and submission.

Requirements

  • Bachelor's degree in a relevant field (e.g., Business Administration, Communications, Computer Science) required; Master's degree preferred.
  • Minimum of 3 years of experience in proposal management, preferably in the federal IT professional services industry.
  • In-depth understanding of federal procurement regulations, including FAR, DFARS, and other relevant guidelines.
  • Proven track record of successfully managing and winning federal IT professional service contracts through the proposal process.
  • Exceptional writing, editing, and communication skills, with the ability to convey complex technical information clearly and persuasively.
  • Strong project management skills, with the ability to prioritize tasks, manage competing priorities, and meet tight deadlines in a fast-paced environment.
