We are hiring a Program Control Analyst to work at a pivotal company making a positive impact on millions of Americans' daily lives. The Program Control Analyst (PCA) plays a critical role in the accounting and finance team while gaining a broad understanding of organizational operations. The PCA will exercise independent judgment on project budgeting, financial forecasting, revenue recognition, and dynamic management reporting on government contracts. In this position, the PCA will support the operations of a growth business with fast-paced projects. The PCA oversees the finances for various types of contracts and is integral to effective financial reporting.

What you'll be doing:

Financial Analysis and Reporting:

  • Evaluate variance and performance analyses of financial data and key performance indicators (KPIs) and effectively present findings to project management
  • Assist in the monthly closing process, particularly surrounding revenue recognition on projects and generating revenue adjustments as needed
  • Utilize the Cognos tool in Unanet and MS Excel to create custom and ad-hoc reports to inform management decision making
  • Collaborate directly with project managers to help them understand their financial performance and areas of improvement in their groups and projects
  • Analyze purchase requisitions in the ERP system to ensure proper coding and cost collection

Project Financial Management:

  • Serve as the primary point of contact for the Project Manager on all direct project-related financial tasks
  • Analyze all direct project costs/revenue data, monitor project budgets and progress, and share results with Program Managers to ensure projects achieve financial expectations
  • Review and complete timely and accurate project monthly revenue recognition procedures, in accordance with GAAP.
  • Prepare and effectively review project-based forecasting, including Estimate-At-Complete (EAC)/Estimate-To-Complete (ETC) analyses
  • Ensure timely invoice processing; work with billing specialist to review and approve client invoices, follow up on collections and analyze unbilled WIP
  • Track project subcontractor invoices to ensure subcontract expenditures do not exceed budgets
  • Prepare and submit project monthly progress reports/other reports as required
  • Interact with other departments, such as Contracts, Pricing, Accounting, and Operations regarding project-related issues
  • Maintain open communication with direct management regarding financial results and ensure Project Managers and other senior personnel are aware of risks and opportunities identified during project financial tracking, revenue review, A/R, WIP, etc.
  • Review and monitor project funding and expenditures for contract 75% Limitation of Funds notification

Compliance and Standards:

  • Monitor internal finance and accounting controls to ensure compliance
  • Comply with all applicable government regulations

Other Duties:

  • Perform other duties as assigned

What you’ll bring:

  • 4+ years of applicable experience with 2+ years of government contracting experience; Program Control experience is a plus
  • Ability to combine financial acumen, Excel-based tools and models, and Unanet ERP to perform analysis and deliver insight and value to internal and external customers
  • Solid understanding of financial analysis/program control principles and concepts
  • Working knowledge of Generally Accepted Accounting Principles (GAAP) and Cost Accounting Standards (CAS)
  • Strong written and verbal communication skills, interpersonal skills and the ability to collaborate with personnel on all levels
  • Strong analytical and quality assessment skills to explain program financial issues clearly and accurately to both technical and non-technical audiences

Requirements:

  • Must be a US Citizen and able to work domestically
  • Must be able to attain low-level security clearance

Education:

  • Bachelor's degree in business, finance, accounting, or related field

Compensation:

At Oddball, it’s important each employee is compensated competitively and fairly. In alignment with state legal requirements. A range for the included position is listed below. Be advised, actual offer details are determined by job category, job location, and candidate skill level.

United States Wage Range: $80,000 – $120,000
