About the role:
The Government Proposal Manager is a pivotal role focused on developing and managing comprehensive proposals for government opportunities, typically sourced through formal processes like RFPs. This position involves collaborating closely with senior executives and various teams to craft winning strategies and compelling proposals that adhere to strict government standards and requirements. The role demands a mix of strong leadership, communication, organizational, and project management skills to navigate the complex and competitive landscape of government contracting. The ideal candidate will be adept at managing all phases of proposal development, from strategy formation and document creation to final submission, ensuring compliance and maximizing business opportunities.
Requirements
You will:
Proposal Development and Management
- Oversee all stages of proposal creation, including strategy development, writing and editing, graphic design, and document production.
- Manage and coordinate a diverse team of writers, designers, subject matter experts, and stakeholders through the proposal process.
- Ensure proposals are compliant with government agency and customer standards and incorporate effective win themes and strategies.
- Write and edit proposal content for clarity, simplicity, and compliance with government standards.
- Effectively manage multiple concurrent proposal projects with strict deadlines.
- Perform regular reviews of proposals to ensure adherence to requirements and overall quality.
- Coordinate the response to any follow-up questions or post-submission requirements.
Stakeholder Engagement and Collaboration
- Work closely with senior executives and clients to manage proposal responses and ensure alignment with client needs.
- Guide and mentor team members in proposal best practices and methodologies.
Process Improvement and Quality Assurance
- Continuously refine proposal development processes for efficiency and effectiveness.
- Analyze proposal outcomes, including win-loss reviews, to improve future responses and strategies.
Strategic Opportunity Evaluation
- Evaluate potential opportunities for alignment with company strengths and strategic goals.
- Lead the qualification process for identified opportunities, determining the probability of win and resource requirements.
- Understand potential and current client needs, priorities, and decision-making processes to tailor capture strategies effectively.
You have:
Education
- Bachelor’s Degree in a relevant field such as Business, Communications, Journalism, or a related area.
Experience
- 5 years of experience contributing to proposals as a writer or editor is required.
- 3 years of experience overseeing the proposal process is required.
- Healthcare or technology industry experience is required.
- 2 or more years of supporting an organization’s capture work preferred.
- Experience working for organizations servicing government agencies strongly preferred.
Skills
- Exceptional writing, organizational, and project management skills.
- Expert-level familiarity with Microsoft Word, PowerPoint, SharePoint, and OneDrive, particularly regarding document management and version control.
- Experience using AI tools and RFP software is a plus.
Knowledge
- In-depth understanding of government agency and customer standards for proposals.
- Familiarity with effective win themes and strategies in proposal development.
- Comprehensive knowledge of proposal best practices and methodologies.
- Understanding of potential and current client needs, priorities, and decision-making processes to tailor capture strategies effectively.
Certifications
- APMP certification is preferred. If not currently certified, candidates must obtain the certification within two years of employment at Softheon.

Additional Requirements
- Must work Eastern or Central hours.
- Up to 10% of travel required.
- This role is highly deadline-driven and will occasionally require additional hours beyond the traditional workday, including evenings and weekends.

Salary: $111,000-$135,000
