Description

Waggoner Engineering, Inc. is hiring a Risk MAP Technical Manager to lead and support our FEMA Risk MAP (Risk Mapping, Assessment, and Planning) production efforts. Responsibility includes H&H models and products from conception through final submittal including detailed model calibration, project documentation, Floodplain mapping, and deliverables to FEMA. Engineering analyses and evaluation including but not limited to the following areas:
  • Hydrologic analysis
  • Hydraulic modeling – multi-dimensional including 1D and 2D using HEC-RAS
  • Flood hazard mapping

Your Primary Responsibilities will include

  • Supervise a GIS Team towards completing various FEMA regulatory and non-regulatory Risk MAP projects while also coordinating with project management and associated engineering teams.
  • Lead the compilation of FEMA MIP deliverables, and review submittal data within a flood risk study lifecycle.
  • Lead and support internal and external QA/QC efforts, including a review of Topographic Data Development, Hydrologic submittals, Hydraulic submittals, Floodplain Mapping, Basemap Acquisition, etc. Digital Flood Insurance Map Database Development, FIS Reports.
  • Occasionally facilitate/present/participate at FEMA Risk MAP meetings and support community engagement activities related to the Risk MAP program.
  • Aid in estimating resource needs and scheduling and assigning tasks to meet projected milestones.
  • Monitor and maintain Risk MAP study schedules and budgets, including reporting Earned Value Management (EVM) progress.
  • Inform and advise Project Managers on project risks and mitigation actions.
  • As needed, provide support as a technical lead and Subject Matter Expert (SME) for FEMA Risk MAP programmatic working groups.


What you'll need

  • Bachelor's degree in Civil or Water Resources Engineering. Emphasis will be placed on GIS competency and expertise in Risk MAP projects.
  • License as a Professional Engineer or ability to obtain one within a short period of time
  • Five+ years of experience
  • Demonstrated broad experience in ArcGIS software
PREFERRED QUALIFICATIONS:
  • Experience leading multi-disciplinary cross-functional sub-team or teams of direct reports.
  • Familiarity with Microsoft Office Suite, ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, and H&H software.
  • Good experience with Python, Model builder, ArcGIS Dashboard, ArcGIS Enterprise, ArcGIS Data Reviewer, GeoHecRas.
  • Experience in Risk MAP study production, including all project elements related to Regulatory, Non-Regulatory, LAMP, and Base Level Engineering.
  • Familiarity with FEMA’s MIP submittal requirements and strong knowledge of FEMA guidance, standards, and technical references.
  • Certified Floodplain Manager (CFM).
  • GISP or ESRI (Desktop, Developer, or Enterprise) Certification.
