Job Summary:

This position will develop, model and manage complex forecasting models; analyze an array of economic, financial and statutory information. Acts as a technical expert on various projects and performs complex economic/financial analysis; responsible for the Department’s revenue forecasting; prepares detailed economic and financial analyses and reports; analyzes legislation, computes fiscal impact and writes comprehensive legislative analysis; visually represents complex data in an easy to understand manner. Responsible for creating and maintaining detailed desk procedures, improving processes, and creating and testing changes to Access databases and various Excel macros. This position communicates directly with FMS Senior Management, other state agencies, and city and county finance and transportation departments, and provides feedback on the work of outside consultants.

This position may be available for remote work within Arizona (3 days of remote work and 2 mandatory days in the office).

Job Duties:

Analyzing information:

Provide strong technical skills and attention to detail necessary to prepare detailed economic and financial analyses and reports; visually represent complex data in an easy to understand manner; prepare materials for use by CFO in presentations. Maintain a working knowledge of relevant statutory and economic conditions/changes. Prepare a variety of monthly reports.

Plays a major role in the Department’s Revenue forecasting process and annual Risk Analysis Process; including model development; annual updates; analyzes model results and recommends revenue forecasts in addition to analyzing and providing feedback on the work of outside consultants.

Communicating:

Develop, enhance and maintain unit Access databases and Excel macros; Perform research utilizing the State Accounting System; Work with developers to have necessary reports created/enhanced/tested; Ad-hoc financial analysis; Act as back up for producing various FPCM reports & processes. Exchanges information and ideas with department consultants, provides feedback, and acts as a technical expert on various research projects.

Read and comprehend policies and statutes impacting ADOT and explain them in plain language. Analyze proposed legislation with a high degree of complexity and summarize fiscal impact to ADOT in a clear and concise manner.

Knowledge, Skills & Abilities (KSAs):

Knowledge:

- Knowledge of Arizona's economy

- Economic modeling

  • State accounting processes and principals
    - State and Federal statutes impacting Transportation and legislative processes
    - AZ Motor Vehicle Division processes and services

    Skill:

    - Quantitative analysis of financial and economic data
    - Skills in MS Office (Excel, Word, PowerPoint, Access), Macros, SQL, and VB programming. Google Workspace.
    - Representing complex data in an easy to understand manner

    Ability:

    - Ability to work both independently and with people with a wide variety of professional backgrounds
    - Communicate clearly and concisely in writing and verbally to a wide variety of audiences
    - Ability to interpret financial impact to the Department of statutory changes
    - Ability to create and improve complex processes
    - Ability to create and execute project plans and create reasonable timelines that can be met.
Selective Preference(s):

Masters degree in Economics, Statistics, Mathematics, Finance, Business Administration; 2 or more years experience performing economic modeling/forecasting; 1 or more years experience developing reports of financial information for non-technical audiences; 1 or more years experience writing macros and utilizing Access databases.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
