Position Summary:

The IEM International Crisis Management (ICM) Division is looking for aSenior Planner with extensive Fire Service experience.

The Senior Planner-Fire will be responsible for leading the planning tasks for fire and emergency response efforts in NEOM. The successful candidate will work directly with project leadership, US-based project teams, NEOM-based project teams, and other identified emergency services representatives at all levels of government to implement a regional strategic vision for enhanced fire services in NEOM.

Primary Location:

  • Candidate can originate from anywhere in the United States.
  • Candidate will work remotely from home or personal office location. Periodic deployment both in-country and abroad for project work will be required. In addition, this position may require work on weekends, holidays, or in excess of 40 hours per week.
  • All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100ms or less during working hours, regardless of the type and number of devices using your Internet connection. The candidate must have account privileges and access to an Internet service provider account for the purposes of maintaining the Internet connection, if needed.

Travel Requirements:

  • This position requires travel both in-country and abroad to complete work assignments or attend meetings. Deployment can range from 1-3 weeks to 1-3 months depending on work tasks.

Physical Requirements:

Working conditions may include extensive walking and standing for long periods of time; prolonged exposure to excessive heat and cold; prolonged sun exposure; working in active construction sites, small places, tunnels, and ditches; and other potential risks or exposures.

Essential Functions:

As a Senior Planner-Fire, the candidate will be a key member of the International Crisis Management team, both stateside and abroad. The candidate will be responsible for, but not limited to, the following.

  • Work directly with client stakeholders, project leadership, US-based project teams, NEOM-based project teams, and other identified emergency services representatives at all levels of government to implement a regional strategic vision for emergency services in NEOM.
  • Coordinate with the project leadership to ensure all aspects of specific tasks are completed by deadlines.
  • Lead the planning tasks for fire and emergency response efforts in NEOM to ensure international standards are not only met but exceeded. Prepare status reports of specific project tasks for project leadership.
  • Exercise independent judgement in coordination and advice to fire services representatives within the limits of applicable international standards, regulations, policies, and procedures.
  • Work closely with fire service representatives and navigate emergency response systems and programs.
  • Understand the role as a fire service subject matter expert to the client, and approach project tasks with this priority in mind.
  • Assist in the conduct HSEEP consistent exercise planning.
  • Promote regional coordination and planning mechanisms to identify resources and capabilities to support fire service efforts.
  • Assist the project teams in developing emergency response plans and procedures to ensure adherence to relevant national/international standards for fire service, incident management, and emergency management; and enhancing the client’s ability to manage current issues related to emergent threats and hazards.
  • Assist in the development of implementation plans to augment resources necessary to build capabilities and maintain reliable and resilient response capabilities.
  • Assist in the development and introduction of approved standards and guidelines for a Regional Emergency Services Program.
  • Assist in the integration of emerging and state-of-the-art technologies and digital solutions into all aspects of emergency services.
  • Work independently and manage time effectively to meet deadlines, as well as the ability to work effectively as an active and contributing team member both stateside and abroad.

Minimum Qualifications:

  • 5-7+ years of relevant work experience with a minimum of 2+ years directly related to the management or supervision of fire services.
  • Firm understanding of NFPA and ISO standards for fire services; knowledge of fire codes and a firm understanding of the effects on fire protection; demonstrates a basic knowledge of various types of building construction; and fire inspections/fire investigations.
  • Firm understanding and knowledge on the technical aspects of emergency response systems and programs.
  • Effectively uses geographic knowledge concerning the community and the surrounding vicinity; acquire and retain elementary knowledge of hazardous chemicals, liquids, and gases as well as the combustion properties of materials; advance a hose line up stairwell, ladders, and along the ground to extinguish fires and perform other arduous tasks; and use both manual and mechanical tools.
  • Firm understanding of the potential hazards, causes, and behavior of fire; knowledge of fire cause determination.
  • Recent experience in developing emergency response plans for fire, rescue, EMS, or emergency communications.
  • Understanding of current national and/or international emergency management policies, guidance, and plans.
  • Knowledge and experience with computers for classroom instruction. Experience using Microsoft Office Suite products, including PowerPoint, MS Word, MS Excel, and SharePoint.
  • Must have valid Passport with at least two years of validity beyond the planned date of entry and at least 2 pages required for entry stamps.
  • Pass background check and be able to promptly begin the work Visa and relocation process.
  • Fluent in verbal and written English language; proficiency in additional languages a plus; ability to work in multi-cultural, multi-ethnic teams.
  • Certifications/Training:
    • Fire Officer Program
    • National Incident Management System (NIMS)
    • Incident Command System (ICS)
    • NFA Courses (incident management, fire prevention, fire investigation, planning and information management, etc.)

Preferred Qualifications:

  • Fire science degree specific to a fire science specialty such as fire prevention, fire suppression, or fire services leadership.
  • Experience in emergency management and understanding of the emergency management process.
  • Knowledge and previous experience supporting international clients.
  • Fluent in verbal and written Arabic language.

    • Emergency Resource Deployment Planning
    • Advanced NFA Courses
