phia is seeking a growth motivated Senior Proposal Manager to drive our proposal development process and fuel the growth of our Small Business government contracting firm. This pivotal role, reporting to the Vice President of Growth, will focus on maximizing project efficiency and optimizing timeline management. What You'll Do
- Develop and implement streamlined proposal processes from pre-RFP capture to post-submittal phases.
- Work closely with Capture Managers and Solution Architects to strategize and develop winning proposals.
- Build and maintain detailed proposal schedules, compliance matrices, and outlines based on solicitations.
- Analyze government solicitations, identify requirements, and respond rapidly to RFP amendments.
- Manage cross-functional proposal teams, defining roles, responsibilities, and deadlines.
- Facilitate proposal reviews and oversee the incorporation of feedback.
- Develop and implement process improvements to enhance proposal quality and team efficiency.
- Prepare status reports and conduct reviews at all stages of the proposal process.
- Collaborate with the Contracts department on negotiations when needed.
- Provide training and mentorship on capture management and proposal development best practices.
- Create proposal templates and structure requirements for consistency and compliance.
- Assign writers and leads for various proposal sections.
- Define and manage the review process, including data calls and feedback incorporation.
- Hold debriefing meetings to capture lessons learned and improve future processes.
- Write management sections and oversee the quality of all proposal content.
- Manage task order proposals and larger, complex bids focused primarily within the IT, Cyber, and Intelligence government contracting arena.
- Demonstrate high adaptability and effective stress management in a fast-paced, deadline-driven environment.
Education + Experience
- Bachelor's degree or equivalent preferred.
- 10+ years of related proposal preparation experience in government contracting.
- 3+ years of supervisory/management experience.
- Proven track record of leading successful proposals.
- Strong understanding of Federal procurement processes and regulations (e.g., FAR).
- Proficiency in proposal development best practices (e.g., Shipley methodology).
- Excellent communication, organizational, leadership, and writing skills.
- Advanced proficiency in Microsoft Office suite and SharePoint.
- Ability to work overtime and weekends as required to meet proposal deadlines
- U.S. Citizenship required.
