This position will provide support of system operation, maintenance, modernization, and enhancement of grants management systems to achieve mission objectives. The Database Administrator performs the technical tasks described below as a member of a task team of 3 -7 individuals performing the described tasks for one or more grants systems.

Our team consists of application developers, business and requirements analysts, project managers, and database developers and administrators. We are embarking upon exciting initiatives to modernize multiple legacy on-premise systems. We are performing systems engineering tradeoff studies to evaluate and eventually implement alternative state-of-the-art technologies while we implement ongoing minor system fixes and enhancements. Our vision is to migrate all of the heterogenous on-premise host platforms into an integrated, shared services Cloud computing environment.
Requirements- MS Degree in Computer Science, Business, Accounting, Finance, Mathematics, or similar discipline. Substitution of experience for education may be made where two (2) years of additional experience will be equivalent to a two (2) year degree and our (4) years of additional experience will be equivalent to a four (4) year degree.
- Minimum of 7 years of IT experience
- Expertise in Oracle 19 DBMS, Oracle 19 database instances running on Red Hat Enterprise Linux (RHEL) Version 7.5, OLTP instance for transactions and OLAP instance for reporting
Desired Skills & Qualifications
- Experience with federal grants programs
- Experience/skills in the following business applications: Serena Dimensions Configuration, Management (CM) Tool, Oracle Software Platform, Unix/Linux server platform, WebLogic, MicroStrategy Business Intelligence software, Microsoft Windows server platform and Microsoft Office 365.
Daily Responsibilities:
- Monitor database size and performance of the required systems
- Troubleshoot database errors, prepare, and test software to create new data structures
- Maintain existing data structures, and unload and load data structures
- Verify that all tables are correct (i.e., no duplicates, no incomplete records, etc.)
- Monitor database size and performance to include performing system performance tuning and database space monitoring with benchmark testing for the designated systems on a monthly basis
- Submit a Database Utilization Report no later than ten days after the end of each reporting month that includes space allocation, utilization, estimated growth rates, and recommendations on space allocation to include the resizing/reorganizing of the databases for optimization to improve system performance
- Produce data extract files and develop, test, and execute software to produce data extract files
- Monitor system interfaces and automated data transfers for designated systems at least once daily to ensure that transactions are occurring as designed and to ensure completion of correct data transmission
- Perform file sampling and review input/output statistics to validate data transfer and identify data transfer errors
- Troubleshoot and resolve interface issues
- Prepare a System Interface Analysis Report for use in data reconciliation
- Define, install, and maintain database and application environments for maintenance, testing, and training functions in accordance with an instance strategy and migration procedures identified in the configuration management plan
- Create, maintain, back up, and restore all development and test environments
- Migrate configuration items from one development and test environment to the next in accordance with migration procedures and with the instance strategy of the configuration plan
- Aid in building scripts and defining procedures to migrate test and development data and application configurations from one development or test environment to the next
- Assist in populating the development and test environments with redacted production data
- Streamline database design to increase performance and reliability
- Centralize data where feasible (single source) and share via services
- Reduce overall data footprint
- Increase accuracy, accessibility, and standardization of data
- Reduce data entry or other administrative burdens for grantees
- Better utilize existing data for improved analysis, reporting, and decision-making
- Improve system design, interface, usability, and user-friendliness
- Reduce reliance on manual data corrections or interventions
- Indicate whether the reporting database server is accessible and which of the reporting database files, and specific data elements are impacted or corrupted
