We are a small but impactful team that is engaging at both the federal and state level to advance equitable energy policies that advance the deployment of rooftop solar and energy storage, energy efficiency, and customer-sited energy solutions. This is a REMOTE position that will require some travel. This position is open to candidates legally authorized to work in the United States and residing in the following states: AZ, CA, CT, DC, FL, GA, ID, IL, IN, LA, MA, MD, MA, MI, MS, NC, NH, NJ, PA, RI, SC, TN, TX, UT, & VA. Ideal candidates will be located in: CT, LA, MA, NJ, PA, RI, DC, MS, NY & WV.
Summary
The Policy Associate will be responsible for monitoring, researching, and engaging at the state and federal level to advance energy policies that support residential solar, energy storage, and energy efficiency programs. The Policy Associate will represent PosiGen’s interests externally with policymakers, advocates, and industry associations in a limited number of states or topics. This external work will include advocating for or against legislation, participating in regulatory proceedings at public utility commissions, and working with other regulatory entities as applicable. The Policy Associate will also be responsible for communicating information and policy changes to internal stakeholders, advising and assisting departments to ensure compliance with regulatory or program requirements, and supporting market expansion research and activities as necessary.
Essential Job Functions
Under the direction of the VP of Public Policy & Government Affairs and Chief Compliance & Policy Officer, the Policy Associate will be expected to perform the following tasks:
- Actively engage at the state and federal level to advocate for and protect equitable energy policies that enable residential solar and energy storage, specifically policies targeted at supported low-and-moderate income households. The states and/or issues the Policy Associate will support is dependent on experience and location.
- Monitor and review proposed legislation, utility tariffs and resources, reports, and utility commission filings to identify opportunities and challenges for PosiGen.
- Assist in the development of legislation, policy proposals, formal comments, and strategies that advance PosiGen’s public policy objectives.
- Build relationships with community groups, environmental nonprofits, policymakers, trade associations, and utility personnel.
- Participate in trade association working groups and committee meetings. Actively engage in preparing, reviewing, and providing feedback on trade association work products.
- Identify and communicate changes to state energy policies or program requirements to the appropriate internal departments. Advise and assist internal departments in understanding and complying with legal, regulatory, or program compliance requirements. This will be done in coordination with the VP of Compliance.
- Serve as subject matter expert on net metering, state incentive programs, interconnection, and other state policies or requirements. This will include assisting internal teams with resolving challenges that arise with utilities, program administrators, or local jurisdictions.
- Collaborate with the Products & Pricing team regarding utility rate changes, modeling the impact of various federal and state incentives, and understanding the impact of changes to net metering structures.
- Interface with state energy offices, local governments, or program administrators in states where PosiGen is participating in low-and-moderate income solar programs.
- Provide clear and concise written updates on active policy issues to be included in periodic Public Policy reports or memos.

- An understanding of federal, state, or local political structures and processes, state energy policies (specifically regarding distributed solar), and utility regulatory environments.
- Ability to understand and summarize legislation, program documents, or filings at a public utility commission.
- Excellent written and verbal communication skills, including presentation skills in both public and internal settings.
- Ability to create resource materials including data sheets, one-pagers, presentations, and memos to convey complex information in an accurate and digestible format for various audiences.
- Ability to work respectfully and constructively in challenging situations.
- Willingness to identify and escalate potential internal challenges or weaknesses specifically as it relates to policy or program requirements.
- Comfortable performing and interpreting both qualitative and quantitative analyses.
- Willing to travel as necessary to PosiGen markets or prospective markets including Connecticut, Louisiana, Massachusetts, New Jersey, Pennsylvania, Rhode Island, Washington D.C., Mississippi, New York, and West Virginia.
- Positive and enthusiastic attitude and good work ethic.
- Strong working knowledge and proficiency with Google Workspace products and services.
Education/Experience
- Bachelor degree highly preferred, advanced degree a benefit
- Minimum 2 years of experience in the residential solar industry, an energy-related field, or government. Additional experience is beneficial.
- Knowledge and/or experience of the political and energy regulatory dynamics of a PosiGen state(s) is preferred.
- Knowledge of and ability to interpret local, state, and federal laws, regulations, and legislation, especially related to residential solar is preferred.
