Natcast (short for The National Center for the Advancement of Semiconductor Technology) is a new, purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government.

Senior Workforce Development Analyst

Remote to start, with the potential for headquarters and satellite offices in the future

In this role, you will drive research and strategy to support the growth and success of the semiconductor workforce.

Every day, you will collaborate with industry, academia, and government partners to identify and share best practices in workforce development, ensuring the NSTC delivers on its workforce development mission.

Natcast is a new non-profit consortium created to operate the National Semiconductor Technology Center (NSTC) established by the CHIPS Act. We are bringing together industry, academia, and government to solve the most pressing challenges facing semiconductor research, development, and workforce training. Our efforts will re-establish American leadership in semiconductor technology and secure critical supply chains.

As a Workforce Development Strategist, you will play a key role in managing relationships and researching emerging trends in semiconductor workforce development. With your expertise in workforce development policy and practice, you will provide valuable insights and recommendations to support the growth and success of the NSTC's Workforce Center of Excellence (WCoE).

Responsibilities

  • Perform analyses of semiconductor policy and program issues, preparing reports, presentations, blog posts, white papers, issue briefs, memoranda, data analyses, data visualizations, and other work products on trends applicable to workforce development programs at the NSTC

  • Synthesize clear takeaways from complex information using both qualitative and quantitative methods

  • Communicate effectively with all audiences, including senior leaders, in a structured manner

  • Manage linkages and relationships with a variety of external organizations, including national, state, and local workforce development organizations and government agencies

  • Assist in developing programmatic policies and procedures to advance the NSTC's initiatives

  • Assist with the organization and facilitation of WCoE member events, including virtual, in-person, and hybrid events such as workshops, seminars, meetings, and presentations

  • Provide 'best practice' information and consultative support to members of the NSTC and assist in the development of collateral to disseminate best practices and encourage their use at scale

  • Represent the WCoE at meetings and events as assigned

Near-term Deliverables

  • Develop collateral (presentations, memos, etc.) for early negotiations and operational planning meetings run by the Director of Strategic Initiatives, as needed

  • Research vendors, software, practices, templates, etc. relevant to the stand-up of early recognition programs, workforce data analysis programs, and technical assistance programs, as needed

  • Support the Director of Workforce Programs with the standup of early funding programs, as needed

Required Skills and Experience

  • Expert knowledge of and experience working on issues related to workforce development

  • In-depth knowledge or subject matter expertise on federal, state, and local workforce development policy and practice

  • Bachelor's degree in public policy or a related field or a minimum of 5 years of experience in the workforce development field

  • Ability to work collaboratively in a team and create an inclusive environment with people at all levels of an organization

  • Capability to drive an independent workstream in the context of a broader team project

  • Strong presentation skills and comfort with public speaking

  • Excellent written and oral communication skills for both internal and external messaging

  • Actively promote, model, and support diversity, equity, and inclusion in the workplace and through programs administered

Preferred Qualifications

  • Experience with program evaluation or policy research

  • Experience in the semiconductor industry is highly desirable, but not required

  • Experience working in state or local sector-based workforce development desirable, but not required
