Natcast (short for The National Center for the Advancement of Semiconductor Technology) is a new, purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government.

Position Title: Research Program Manager

Location: Remote to start, with the potential for headquarters and satellite offices in the future

In this role, you will drive the execution of groundbreaking semiconductor research initiatives. Every day, you will collaborate with leading scientists, engineers, and industry stakeholders to advance cutting-edge semiconductor technologies. To thrive in this role, you must have a passion for innovation and a talent for managing complex projects within semiconductor technology.

Natcast is a new non-profit consortium created to operate the National Semiconductor Technology Center (NSTC) established by the CHIPS Act. We are bringing together industry, academia, and government to solve pressing semiconductor research and workforce training challenges. Our efforts will revitalize domestic semiconductor supply chains essential to economic and national security.

As a Research Program Manager, you will oversee the day-to-day operations of assigned research projects, ensuring they are delivered on time, within budget, and to the highest quality standards. You will work closely with cross-functional teams to coordinate resources, manage risks, and maintain alignment with organizational goals.

Responsibilities

  • Manages and provides overall leadership of designated science areas or research programs

  • Develop and maintain detailed project plans, schedules, and budgets

  • Manages researcher performance and budgetary obligations

  • Coordinate project activities across research teams, in academia and industry partners

  • Monitor and report on project progress, identifying and mitigating potential risks

  • Effectively communicates research results, research needs, and research direction to internal and external members of the technology community through appropriate channels

  • Ensure compliance with applicable regulations, contracts, and reporting requirements

  • Promote effective communication and collaboration among stakeholders

  • Facilitates technology transfer from academic researchers to industry (Lab to Fab)

  • Contribute to the continuous improvement of program management processes and tools

  • Embraces and exemplify a culture of integrity, agility, critical thinking, and creative problem solving

Required Skills and Experience

  • Minimum of an MS in CS, CE, ECE, or similar disciplines with 7+ years of experience.

  • Applied knowledge in the following domains with a deep expertise in one or more:

  • Systems, software, and algorithms for advanced information and communications technologies

  • Systems, software, and algorithms for advanced information and communications technologies.

  • Nanomanufacturing, Patterning, Front-End or Back-End Processing,

  • Advanced Packaging, Processing Equipment, CMOS Technology, and/or Transistor Technologies

  • Machine learning, graph computing, neuromorphic systems or advanced memory and storage systems or modern hardware for end-to-end communications, sensing, and actuation.

  • Highly proficient with hardware-driven architecture and design with experience innovating technology products

  • Translating from ‘lab to fab’ – i.e., from early research to product R&D to manufacturing.

  • Strong understanding of project management methodologies and best practices

  • Excellent organizational, time management, and problem-solving skills

  • Exceptional oral and written executive-level communication skills.

  • Proficiency with project management software and tools

Bonus Points if You Have

  • Familiarity with government contracts and compliance requirements

  • PMP or similar project management certification
