Position Overview

The Government Solutions business is hiring a Business Analyst for its AXSIS software platform. AXSIS is the platform on which all Government Solutions’ roadside events are brought in house, processed, passed to enforcement agencies (EAs) for review, printed, mailed, paid and adjudicated. In 2018 we captured over 32 million roadside events. That same year, our automation that runs within AXSIS handled over 15 million touches. Our people passed 4.9 million events to our clients, who approved 4.7 million citations for issuance…all in AXSIS! Given the criticality of this platform, the Government Solutions business is continuing its business-as-usual work within the platform, but also making a strategic investment in modernizing the platform to stabilize exiting features and build new capabilities. The Business Analyst will play a key role in defining requirements for the platform

Essential Responsibilities

  • Documenting the Epics, Features and Stories associated with Government Solutions’ AXSIS platform.
  • Play a leading role for the team in fulfilling Agile software development efforts including:
    • Lead requirements gathering effort on the epics, as needed — consulting with product management, implementations, clients, and other stakeholders.
    • Document story details based on the epics after reviewing with development.
    • Attend scrum meetings including standups, retrospectives, and demos.
    • Participate in or lead backlog grooming to decompose and estimate stories
    • Create mockups and works with UX on design.
    • Answer questions from developers and clarify requirements.
    • Document the new feature for implementations and release notes.
    • Write acceptance criteria in partnership with Product Manager and direct manager.
    • Demonstrate the latest iterations to customers (pre-release) and gather feedback in partnership with the Product Manager.
  • Collaborate with the team including direct employees, contractors, full-time and temporary staff
  • Collaborate with Managers and Directors within Corporate IT, Service Delivery, Product Management and other support teams to ensure the optimal design and delivery of solutions.
  • Role model collaboration to build a culture that draws Product and Development teams closer together.

Qualifications

To be considered for this position, candidate must have experience in each of the following areas (3 or more years of experience required for each unless otherwise stipulated):

  • Bachelor’s degree preferably in related field (equivalent years of experience may be considered in lieu of degree)
  • Participating in large-scale strategic and multi-faceted projects with a proven ability to meet delivery deadlines and deliver required functionality
  • Experience interfacing with all levels of an organization to communicate status, escalate problems, frame opportunities and guide decision making
  • Excellent verbal and written communication skills, as well as interpersonal skills with a demonstrated ability to communicate effectively in both oral and written forms; explain technical concepts in non-technical terms to individuals
  • Ability to work in teams, general Consulting Skills, Strong analysis skills, Attention to detail, adaptability, demonstrate initiative and work independently with a minimum of supervision.
  • Experience with Agile methodology
  • Business Analyst experience
  • Previous experience updating an existing system from a legacy to a modernized system including transferring new requirements.
  • Creating use cases and business process diagrams
  • Gathering and documenting business/technical requirements
  • Assessing technical constraints and considerations
  • Development of User Stories
  • Ability to be an integral part of Backlog refinement
  • Creating wire frames, and building functional designs
  • Experience with business cases
  • Experience with process flows
  • Experience with technical and functional specifications
